From January 7 to 8, the MCC Group and China MCC 2025 Annual Work Conference was held in Beijing. Chen Jianguang, a member of the Party Leadership Group, Vice President, Secretary of the Party Committee of MCC Group, and Chairman of both MCC Group and China MCC, attended the meeting and delivered a speech. Bai Xiaohu, a member of the Standing Committee of the Party Committee and China MCC, and Vice President of China MCC, presented the work report. Yan Aizhong, the Deputy Secretary of the Party Committee of MCC Group and China MCC, chaired the meeting. Other leadership team members attended the meeting and read related commendation decisions.
Chen Jianguang delivered a speech titled Strengthen Confidence in Development, Maintain Strategic Focus, Anchor the 'One Goal, Two Best, Five Strengths' Goals, and Accelerate the High-Quality Development of the Enterprise. He pointed out that in the past year, China MCC, with high political awareness and a strong sense of mission, implemented General Secretary Xi Jinping’s important instructions, responded to important "inspections" including the central inspection and audit by the Audit Office, and planned and promoted the company's strategic transformation and upgrading. The company also implemented the "Five-Five" business structure adjustment strategy, focusing on creating value across the entire process and value chain of engineering projects, strengthening market, contract performance, business, procurement, and other business line management, and actively fighting against financial, fund, investment, safety, and stability risks. These achievements fully demonstrate the advantages of the centralized and unified leadership of the Party Central Committee and the system’s ability to accomplish major tasks, as well as the tenacity and selfless dedication of the MCC staff.
Chen Jianguang proposed six key points for the work in 2025: Maintain a high position and recognize the situation, strengthen confidence in making the enterprise stronger, better, and bigger. Thoughts and actions should be unified with the Party Central Committee's scientific judgment on the economic situation and decisions on economic work. Focus on development opportunities such as urban renewal, regional strategies, strategic emerging industries, and overseas markets, fully leverage the company's strong advantages, and truly enhance the confidence and determination to accomplish all tasks. Seek steady progress and promote stability through progress, consolidate the foundation for high-quality enterprise development. Firmly grasp the 24-character requirement from the Central Economic Work Conference, focusing on “stability in growth, funds, grassroots, and teams,” and “progress in improving market marketing quality, expanding overseas markets, enhancing project management capacity, improving basic management capacity, deepening reform, integrating technological innovation with industrial innovation, developing the talent team, and advancing comprehensive strict Party governance.” Adhere to innovation while maintaining stability, lead the company’s transformation and upgrading in an organized manner. Bai Xiaohu delivered a work report titled Strive to Stabilize Growth, Take Practical Action to Promote Development, Anchor the 'One Goal, Two Best, Five Strengths' Goals, and Advance the Enterprise’s Transformation and Upgrade. The report summarized the achievements in 2024 production and operation from eight aspects: maintaining a basic stable overall business, optimizing marketing structure, steadily improving project performance, improving economic operation quality, gradually strengthening technological innovation support, effectively stimulating reform and development vitality, continuously consolidating risk prevention and control effectiveness, and deepening the role of Party building in leading and ensuring high-quality development. The meeting required all units to quickly convey and implement the spirit of the meeting, ensuring that responsibilities for work implementation are reinforced at all levels. They must effectively focus on safety production at the end of the year and the beginning of the year, maintain stability in petitions and public security, and care for the well-being of employees and the public. Additionally, they must comprehensively coordinate the management and operations for the first quarter, aiming for a "steady start" and a "good start" in order to lay a solid foundation for achieving the annual goals and tasks.
The meeting issued the 2025 Annual Subsidiary Performance Responsibility Letters to subsidiaries of China MCC, and presented on-site commendations to the units that won the 2024 China MCC Annual Performance Special Award, the 2024 China MCC Advanced Technological Innovation Units, and the winners of the 2024 MCC Group Science and Technology Awards, including those who received the Special Prize and First Prize.
The leadership team members of MCC Group and China MCC, non-executive senior executives, other working team members, the main leaders of each subsidiary, the Party Committee Secretary of Shanghai Enterprises, department heads from the headquarters, and some employee representatives attended the main venue. The deputy leaders and relevant departments' heads of leadership teams from the subsidiaries, along with other employee representatives, participated in the video conference at the sub-venues.
